Town Councillors


Godalming Town Council is made up of 20 elected councillors who cover five wards:

  • Binscombe
  • Central & Ockford
  • Charterhouse
  • Farncombe & Catteshall
  • Holloway

The Town Council is currently comprised of:

  • Conservative Councillors – 18
  • Liberal Democrat Councillors – 2

Andrew Bolton represents the Central & Ockford ward and he is also a Waverley Borough Councillor.

Andrew was first elected to Godalming Town Council in 2015.  He also won a seat on Waverley Borough Council in 2015 and is currently responsible for economic development and the distribution of grants to charities and voluntary bodies, for example Day Centres and HOPPA.

He was educated at Newcastle Royal Grammar School and the University of Cambridge, where he read mathematics.

He has been married to Maggie for nearly 30 years. Having spent his working life in computers Andrew is now an accountant specialising in tax. He moved to Godalming in 1987.

His local interests include the Go Godalming Association and GOLO, the local area residents’ association, St Marks Church and Community Centre and the Parish Church of St Peter & St Paul. Andrew is very passionate about seeing decent homes for local people.

Anne Bott represents the Holloway ward.

Anne has lived in Godalming for 33 years. She currently works for the Surrey Association of Local Councils providing support and guidance for Parish Councils across Surrey and for a Surrey Legal Practice specialising in local government. Anne became a Town Councillor in 2011. She is a Director and the Town Council representative on the Godalming Community Interest Company. She is married with two sons and a grandson living locally in Farncombe.

Steve Bott represents the Holloway ward.

Steve has lived in Godalming since 1983. He is a graduate of Oxford University, a qualified accountant and a member of the Chartered Association of Corporate Treasurers. He has spent the major part of his career in the energy industry holding several senior appointments in the financial area and a number of directorships of start-up companies. Since leaving that industry he has held a financial post in a town council and a senior appointment in the pensions industry in London.

Steve was first elected to Godalming Town Council in 2011. He is currently a Governor of Farncombe Infants School.

Steve is married with two sons, educated locally and living in Godalming.

Steve has lived in the Godalming area for 40 years; it is his home, he knows the area well and has a total commitment to its wellbeing and improvement. He is married with two children and five grandchildren, all of whom live locally. His career was in Local Government and he brings this experience to bear on his work as a Town Councillor.  He was the Surrey County Councillor for Godalming North from 2009-2017 and was Town Mayor in 2011-12.  He is involved in a wide range of community organisations and has been a governor of two local schools.  Most recently he has been responsible for setting up, and is chairman of, the Farncombe Initiative, which is working to improve the Farncombe and Binscombe areas.  Steve’s leisure interests include travel, football and bowls.

Paul Follows represents the Central & Ockford ward and he is also a Waverley Borough Councillor.

Paul was born in Devon but has lived in Surrey for most of his life, and Godalming for several years.

He studied at the University of Surrey in Guildford, obtaining undergraduate and postgraduate degrees in European and International Politics.

Paul co-founded a student-led think-tank with the University of Warwick on the subjects of terrorism and extremism (where he served as Programme Director) and has worked as a consultant researcher for planning at Surrey Heath Borough Council.

Currently he is employed at one of the world’s largest security and defence companies covering compliance, standards and ethics for Europe and North America.

Paul is excited about being a Town and Waverley borough councillor and wants to build on the foundations that make Godalming a great place to live and work and to ensure that all the voices of our town are represented. He currently lives in Catteshall and in his spare time is a tenor with the Guildford Choral Society and an avid traveller.

Tony Gordon-Smith was educated at the City of London School; Nottingham and Oxford Universities. After lecturing in Nigeria and Nottingham he worked in industry on market models and business forecasts both in the UK and internationally. In 1982 he came to Godalming and taught at Charterhouse. He became Town Councillor in 2003 and Town Mayor in 2007. He has two sons and seven grandchildren. His hobbies include fine wines, painting (oils & water colour), writing and golf.

Anne Gray represents the Binscombe ward.

Anne has lived in Godalming since 1971, excluding a break in Majorca of 8 years, returning to Godalming in 2012. She was Head of PE at Godalming College and Curriculum Manager for 25 years and then went on to set up a training company, specialising in Pre-retirement Education and Stress Management. Anne also co-ordinated the Healthy Schools Project in Surrey and later became an Educational Consultant.

As a Town Councillor for Binscombe, Anne is very keen and committed to improving the environment in that area. She is Secretary of the Farncombe Initiative and is a member of the Godalming Sports Council. She also co-ordinates a community entertainment group for Go Godalming, called Go Perform, which provides entertainments in and around the Godalming area.

Anne’s interests centre around sport and fitness and the Performing Arts. She is a member of Godalming Theatre Group and Haslemere Players and she sings in the Milford U3A choir.

David was born in South Africa, his father emigrated with his parents to South Africa from Durham in the early 1900’s.

David was president of the Sons of England Patriotic and Benevolent Society Transvaal South Africa from 1978-1986. He also served on the National Executive Committee; during this time the committee was instrumental in awarding six bursaries annually to students wishing to study English at University and were the patrons of the Sons of England home orphanage.

David has lived in Godalming since 2002. He is widowed and lives with his two sons. He has worked in the plant and earthmoving industry since 1971.

Peter Martin represents the Holloway ward and he is also a Waverley Borough Councillor and a Surrey County Councillor.

Peter was first elected to Godalming Town Council in 1991 and was Mayor in 2005/06. He holds an Honours Degree in Geography from the University of Durham and is a qualified accountant. He spent 33 years in the international IT industry holding senior management positions in finance & marketing in London, New York and Paris.

Peter plays a prominent part in local affairs. He is a member of Surrey County and Waverley Borough Councils. He is Chairman of Governors at St Catherine’s School Bramley, Chairman of the Friends of Oglethorpe and an active member of many town organisations.

Peter works hard to represent all his electors. Above all he wishes to preserve the unique and lovely character of our town.

Tom Martin represents the Holloway ward and he is also a Waverley Borough Councillor.



Tom Martin and his wife have lived in and around Godalming for most of their life. He was educated locally in Godalming and Guildford. Tom now works for a multi-national IT company based in Guildford and is the technical lead for his division as well as being responsible for asset management.

Tom is also a keen musician, regularly playing trombone with the Godalming Band and enjoying a wide variety of music. In his spare time, Tom enjoys cycling, skiing, gardening and whatever roles his young children want him to fill!

Tom was Mayor of Godalming in 2013, a role which he enjoyed immensely, has served as Deputy Leader of Waverley Borough Council and is also a senior governor at Busbridge Infant School which is very rewarding.

Tom is keen to maintain the beauty and character of Godalming and Waverley. He is equally well aware of the pressures many people face living in the area and is keen to ensure that everyone’s voice is heard within local government. He will strive to promote the issues affecting young and old alike with passion and commitment.

Joy has lived in Godalming, with her husband Mike for 40 years.  She has two married sons and five grandchildren.  She enjoys walking and she swims three times a week.  Joy also sings in her church choir.  She was the founding chairman of the GO Godalming Association and as such was responsible for some of its long-standing projects including Godalming in Bloom, Pancake Races, Sport Godalming and the Welcome Pack.

More recently under the banner of GO Godalming, Joy initiated the fund-raising and building of the Godalming Bandstand.  The regular Sunday afternoon concert series “Music in the Park” is now it its 10th year.  She was also the 2014/15 President of the Godalming Rotary Club.

In 2014 Joy was very proud to be awarded an MBE for her Services to the Community of Godalming.

Ollie is married with two daughters; the youngest is two and goes to a local nursery and the oldest is five and goes to Loseley Fields.  Ollie is one of the Friends of Loseley Fields, a group that helps organise events and fundraising for the school.

Ollie has worked in computer games in Guildford for sixteen years, initially as a programmer and now as a designer.  Before getting into games he worked in corporate IT and web design.

Stefan Reynolds was born in East Africa in 1970 where his English father and French mother were both working, and he moved to Godalming with his parents and sister in 1973. He studied locally at Busbridge School and the Royal Grammar School before embarking upon a career in publishing.

He spent 18 years working in sales and business development for five publishers, including Dorling Kindersley and Penguin Books, before starting his own publishing businesses in 2009. His business, Vantage Publishing Ltd, is the publisher of free local community magazines.  It launched VantagePoint Magazine in January 2014.

He is a member of the Lutyens Trust, the Godalming Trust, Brooklands Museum Trust and the Goodwood Road Racing Club.

He lives in Elstead with his two cars and his slowly reducing wine collection, and enjoys spending time with his family and friends and at his family’s house in South West France.

Richard is married with a young son and has lived in Godalming for 15 years.  He works in IT.

Richard grew up in Gosport, Hampshire, before moving to Guildford to study in the late 90’s.  He holds an undergraduate and postgraduate degree in Electronic Engineering from the University of Surrey.

Richard has a keen interest in sport, competing in triathlon and running events as a member of Phoenix Triathlon Club.  Previously he was the founding Treasurer and later Chairman of the forerunner to Surrey Spartans Hockey Club. Having lived in Godalming for many years and on becoming a father, he spent more time in the town enjoying the events and services. He was inspired by the hard work done by volunteers and businesses and wanting to help these organisations to thrive he became a Town Councillor and remains keen to champion voluntary groups and businesses to enable success and enhancement for the town.

Kirsty is a communications professional who has worked in a number of large corporate organisations and now works as a consultant for a change and communications consultancy in Farnham.  She develops and delivers strategic programmes that help employees become more engaged with the organisations they work in.

Kirsty first moved to  Godalming in 2011 when she and her husband decided to make it home for their long-term future.

Kirsty is passionate about yoga, enjoys walking and getting involved supporting local events.  She is a big supporter of local businesses and champions the sense of community felt right across Godalming.

Ross Welland has always lived in or close to the Godalming area. Married with two children, both at local state schools, Ross is keen to help Godalming remain a suitable place to bring up a family.

Ross works as an accountant, specialising in tax. That work requires not just an understanding of numbers but also of the way organisations work, and most importantly an understanding of people, as it is people rather than numbers that ultimately make things work.

In their spare time, Ross and his family spend much of their time in the local countryside, which they feel it is important to protect. Ross can also be found from time to time on the stage with various amateur dramatic groups.

Liz grew up in Essex attending Westcliff High School for Girls and spent her early working life in the City of London as an advertisement manager for her mother’s trade magazine.

She and her husband, Mike, moved to Godalming in July 1988 and ran a book-keeping business from 1991 to the end of 2005.

Liz felt very proud and privileged to be the Town’s Mayor for Jubilee year 2012/13 and Waverley Mayor in 2014/2015. Liz is passionate about Godalming town activities and a great supporter of community groups.  She is a Rotarian; the Speech, Drama and Musical Theatre Section Secretary of the Godalming Music Festival; Chairman of the Godalming Mayen Association; Treasurer of the Farncombe and Binscombe Good Neighbours’ Scheme and of the Friends of St Peter and St Paul; part of the GOLO sales team and an occasional volunteer at the Rural Life Centre.  Although no longer a governor at Loseley Fields Primary School, Liz can still be found there most weeks hearing the children read.

Married, she has a son, a daughter and a grandson.
